Eccentric is the most economical solutions because its ingenious reaming wing the bit is retrievable can be used at the next hole.
When drilling, the reamer bit will rotate out to enlarge the hole which enough for the casing tube slide down behind the reamer. When reached required depth, the drill pipe will drill to the reverse direction and the reamer bit will retract, allowing the whole drilling system to pass through the casing.

When drilling starts, reaming sleeve opens and borehole range increases for casing shoe and tube.
After overburden drilling, reverse circulation retracts reaming sleeve for bit retrieval.
Casing is left in borehole to prevent collapse during pipe pull-out and concrete grouting.
Regular drilling bits can then be applied to reach required depth in the rock stratum.
